Home Ownership
The Home Ownership Section is responsible for carrying out a
wide variety of activities for council tenants wishing to buy their home and for homeowners who pay
service charges to Ealing Council. The section is divided into four teams: the Home Ownership Team,
the Revenue Team, the Capital Team, and the Service Charge Team. A summary of each team's

Home Ownership Service Standards
Home Ownership Team
- Operates the Right to Buy Scheme
- Operates the Home Buyer's Grant Scheme
- Issues and processes buildings insurance claim forms
- Processes requests for Deeds of Postponement
- Administers notices of subletting
- Repurchases properties sold under the Right to Buy Scheme
- Compiles pre-sale enquiry and re-mortgage packs
- Provides consent for alterations to your property
- Provides advice and information about the terms of the lease.
Revenue Team
- Deals with service charge queries
- Collects service charge income
- Investigates service charge disputes
- Produces account statements
- Recovers service charge arrears
- Takes and enforces legal action
- Negotiates service charge payment options
- Carries out home visits for vulnerable leaseholders
- Provides support for Leasehold Valuation Tribunal cases.
Capital Team
- Prepares breakdowns of financial information for leaseholders
- Issues Section 20 Consultation Notices, including all financial breakdowns and statutory information
- Answers leaseholder consultation queries or co-ordinates responses from other teams
- Invoices leaseholders for major works
- Negotiates major work repayment options
- Collects major work income
- Deals with responses on major works disputes or co-ordinates responses from regeneration teams on disputes
- Provides support for Leasehold Valuation Tribunal cases.
Service Charge Team
- Calculates the estimated service charges
- Calculates actual service charges
- Maintains the service charge system
- Carries out block and account amendments
- Allocates payments to accounts
- Issues ground rent charges
- Creates new leaseholder accounts.
